OBJECTIVE:
United Ways of California (UWCA) is an independent nonprofit corporation organized to support the mission and goals of the United Way throughout the state of California .

UWCA’s mission calls for building a stronger California by mobilizing communities’ public, private, and non-profit sectors through research, civic engagement, public policy advocacy, and results-based funding to ensure a positive impact in our communities.

UWCA seeks a founding President and CEO to carry out the organization’s goals.  The President and CEO will be expected to carry out organizational objectives that are developed in concert with board members, professional staff, and volunteers of local United Ways. Current program priorities are identified in the *UWCA Business Plan (Appendix A).



ESSENTIAL DUTIES AND RESPONSIBILITIES:
The President and CEO will be responsible for the broad array of management, fundraising, and program duties identified below. The UWCA Board has identified three top priorities for the organization:

  • Expand statewide resources by developing and implementing a development plan and developing statewide corporate and institutional relationships that will expand United Way fundraising campaigns and benefit both the state association and local United Ways.
  • Provide meaningful support to the locals around skills-building, technical support, and a variety of organizational problem-solving; maintain strong positive relationships with locals.
  • Advance the public policy function by maintaining relationships with state policymakers in concert with the Public Policy Director.


Other general duties of the President and CEO include the following:

  • Serve as chief professional officer of the United Waysof California.
  • Ensure implementation of the organization’s Strategic Plan and Business Plan.
  • Manage the organization’s staff.
  • Manage and oversee contracts to which the organization is a party.
  • Maintain positive, on-going communications and services with local United Ways.
  • Serve as the primary staff member to the Board of Directors and all Board Committees.
  • Develop on-going policy recommendations for the Board of Directors.
  • Develop and maintain positive relations with statewide agencies and state department officials, including representatives of the Governor and other key elected officials.
  • In partnership with the Executive Committee, develop the association’s annual budget for Board approval.
  • Sign all checks written on the organization’s accounts.
  • Serve as the organization’s lead spokesperson to all groups, media, and other entities.
  • Maintain collaborative relationships with United Wayof America and other United Waystate organizations.
  • Supervise the public policy activities of the organization and serve as one of the organization’s legislative advocates.
  • Perform other activities as assigned by the Board of Directors.

     

SUPERVISORY RESPONSIBILITIES:
Directly supervises the Director of Public Policy and the Administrative Assistant. The President and CEO will also carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE:
Master’s degree (M.A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.  A minimum of five years successful and progressive experience in a professional capacity preferably with a United Way organization, is required, and three years of supervisory experience is necessary.


LANGUAGE SKILLS:
Ability to read, analyze, and interpret the most complex documents.  Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style.  Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or board of directors.


MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variable in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


COMPUTER SKILLS:
To perform this job successfully, an individual should have knowledge of Internet; spreadsheet software and word processing software.


CERTIFICATES, LICENSES, REGISTRATIONS:
None are required.


OTHER SKILLS AND ABILITIES:
Ability to interact successfully with legislative, business, nonprofit, governmental and community leaders.


OTHER QUALIFICATIONS:
The President and CEO shall be willing to travel throughout the state on behalf of the association and its membership.  Must have proven management and administrative knowledge in the areas of resource maximization, public policy, strategic approaches, financial management, communications, and the delivery of human services.  Must also have the ability to direct and supervise staff, and to gain, and maintain, the support and confidence of a broad range of constituents.


PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

While performing the duties of this job, the employee is regularly required to sit and talk or hear.  The employee is frequently required to use hand to finger, handle, or feel.  The employee is occasionally required to stand and walk.  The employee must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision.


WORK LOCATION AND ENVIRONMENT:
The domicile and primary work location of the President and CEO is negotiable.  The President and CEO will be expected to travel extensively throughout the state and must be able to work in a variety of changing locations, often out of local United Wayoffices or hotel rooms.  In particular, the President and CEO can anticipate significant travel to Sacramento .

SALARY:
Salary will be commensurate with experience, within the range of $80-100,000 with full benefits.

To do this we will:

 

  • Craft and advocate our public policy agenda within our United Ways and across California, to improve the lives of Californians. Our public policy agenda for FY 2007-2008 include:
    • Covering California ’s Children;
    • 211 for all of California ;
    • Financial stability for all Californians. 
  • Expand and diversify our shared fund development efforts so as to increase investments in our agenda and to better serve our shared investors.
  • Share with each other our collective knowledge, information, skills and relationships so as to achieve excellence in all we do to fulfill our mission.


 

Budget:
Approximately $125,000 annually for the initial year.



Resources:
We will secure the funds needed for our work in two ways, one, by securing grants and contracts to achieve our goals and two, by charging membership dues to our member United Ways. The dues structure will be calculated on a population based formula.
