There is nothing more important to United Way of the Inland Valleys (UWIV) than the trust and confidence of our donors. For that reason, UWIV maintains the highest standards of professionalism, accountability and transparency in the stewardship and financial management of donors’ investments into our community. This commitment to excellence is why UWIV remains the trusted partner to a significant number of donors who care about our local community. There are a multitude of tools, processes and volunteers that UWIV uses to accomplish this:
Audit and Finance Committees and the Board of Directors
UWIV Committee and Board Members are all non-paid volunteers and include community leaders and a broad spectrum of professionals.
UWIV Audit Committee – comprised of financial experts – manages the annual audit process and is responsible for hiring and evaluating the CPA firm which performs the annual audit.
UWIV Finance Committee – also comprised of financial experts – meets monthly to review UWIV’s year-to-date financial statements, discuss other significant financial issues and oversee the financial policies and procedures of UWIV.
UWIV Board of Directors – reviews and approves all significant financial issues and commitments. As well, they review the monthly financial statements and the annual audited statements and information returns. They are accountable for and actively participate in improvements to the policies and procedures of the UWIV and the accompanying internal controls that ensure the proper stewardship of donations. The Board approves the annual budget and associated agency funding recommendations.
Annual Audit and IRS Form 990
Every year UWIV engages a certified public accountant to perform an annual audit of UWIV’s books and records. As mentioned, this engagement is managed by the Audit Committee and the results are reported to and approved by the Finance Committee and Board of Directors. UWIV has consistently achieved an “unqualified opinion” (clean opinion.) UWIV posts the two most recent audited financial statements on the website and can be viewed below.
In conjunction with the audit, the UWIV auditor prepares IRS Form 990 and California Franchise Tax Board Form 199. IRS Form 990 is also posted on the web site and provides a great level of detail about UWIV and the programs it supports. These information returns also go through the review and approval process that the audit goes through.
United Way Worldwide Standard of Excellence
All United Ways are separate, non-profit corporations who raise funds for their local communities and are governed by local volunteers. To operate under the umbrella of “United Way” members must adhere to very strict membership requirements including United Way Worldwide’s Standards of Excellence. To name a few, these standards require participating United Ways to submit a detailed self-assessment bi-annually; detailed revenue and expense information annually; and an annual certification to very strict legal, governance, trademark, ethics, reporting, designation fee and audit requirements.
Community Review Process
Each year UWIV engages a large number of volunteers to perform a detailed review of its member agencies (those funded through UWIV’s Community Care Fund.) The volunteers evaluate a broad spectrum of program, operational and financial information. Based on this evaluation, the Community Review volunteers will make recommendations – based on the results of the review – to another group of UWIV volunteers who are responsible for annual funding recommendations. Volunteers responsible for funding recommendations focus on the true needs of our local community and the organizations who most effectively meet those needs in crafting their recommendations.
Code of Ethics
UWIV has a code of ethics that addresses the UWIV values of integrity, leadership, excellence, respect & dignity, volunteerism, passion and loyalty. Adherence to these values is an expectation of all staff and volunteers. The Code requires all staff and Board volunteers to attest annually of any conflicts of interest or the appearance of a conflict of interest.
The management of UWIV recognizes that trust is never assumed, but that it must be earned. In that light, the management of UWIV and our governing volunteers are perpetually at work improving and refining our processes and systems to ensure the most efficient and effective use of donors’ investments in our community. We are deeply grateful for our donors’ trust in us and will continue to take every precaution to ensure that trust is not only maintained, but strengthened.
