A United Way Agency is a 501 (c) (3) non-profit
organization and/or corporation that partners with United
Way in providing programs and services that address critical
health and human care needs.
The certification process to consider new agencies
is opened biannually, with a limit of no more than five (5)
agencies to be accepted during that year.
In addition to United Ways basic certification
criteria, evaluation will be weighted to give preference to
agencies that address: 1) regional priority needs, 2) identified
service gaps, 3) under served and diverse populations, and
4) regional equity (investment return to regions).

Certification (Admission) with United
Way of the Inland Valleys
Basic Criteria
- Be incorporated as a nonprofit health or
human service organization that provides direct services
to people residing within United Way of the Inland Valleys
service area. Further, it shall be certified as tax-exempt
and in compliance with Federal and State tax-exempt status
as defined under the Internal Revenue Code, subsection 501(c)
(3), and relevant California Code sections.
- At the time of application, demonstrate
a two-year history of satisfactory provision of local service
to residents of the United Way of the Inland Valleys' service
area. The agency must demonstrate that its programs address
priority needs as identified by United Way of the Inland
Valleys.
- Demonstrate that governance of the agency
is vested in an active, responsible and rotating governing
board comprised of a diverse group of unpaid volunteers.
This board shall meet at least quarterly to manage the organizations
affairs in accordance with its bylaws and to develop, modify
and enforce policies.
- Provide evidence of cost-effective service
delivery, agency and program management and adequate staff
to administer programs.
- Practice nondiscrimination on the grounds
of race, religious creed, color, national origin, ancestry,
physical disability, mental disability, medical condition,
marital status, sex, age, or sexual orientation in the employment
of staff, recruitment of board and other volunteers, and
delivery of service as may be required by applicable state
and federal laws, and, if requested by UWIV, to certify
to such nondiscriminatory practices.
- Maintain current written personnel policies
and procedures and a written job description for each staff
position.
- Maintain current bylaws which meet the requirements
of the California Corporations Code and which clearly define
the organizations purpose and functions, its structure,
and the duties, authority and responsibilities of its governing
body and officers, and to provide a copy to the United Way.
- Provide documentation of fiscal accountability
to include an annual report, current year operating budget
approved by the Board of Directors and an annual certified
audit. For agencies with an annual operating budget of $100,000
or less, a certified review of financial statements will
be acceptable for certification purposes.
- Obtain and maintain all necessary permits
and licenses to conduct business.
- Submit a signed statement that the Agency
understands and agrees to adhere to United Way of the Inland
Valleys requirements for Certified Nonfunded Agencies.
